Part I, or the introduction, explains the research background and methodology of this paper. Part 2, by combining the contending rate of the working staff, analyzes the contending rate from 9 dimensions including salary, promotion, superiors, benefits, sense of identification, management system, colleagues, job nature, communications, etc. Meanwhile, it analyzes the demand of the staff on 5 levels, namely, physiology, security, belonging, friendship, self-respect and self-fulfillment. Part 3 analyzes and evaluates the motivating situation from the respect of welfare system, achievement management, staff training and corporation culture. Part 4, according to the problems existing in the motivating management, puts forward the idea of constructing a welfare and motivating system, and perfecting the achievement management system, strengthening staff training; it also attaches importance to the self-fulfillment of employment and benefit of the employees, and explores and implements flexible welfare mechanism other concrete ways to improve motivating methods. Part 5 displays the conclusion.
